\nThe Actual Ontario HCP Draw
\nOn February 22, Ontario invited 773\u00a0Express Entry\u00a0candidates that are professionals in some particular occupations to apply for a provincial nomination. The province employed the use of the\u00a0Ontario Immigrant Nominee Program\u00a0(OINP) to invite these candidates who were eligible for the\u00a0Express Entry Human Capital Priorities Stream\u00a0(HCP). This is Ontario\u2019s biggest HCP draw of the year, and it has the largest range of eligible Express Entry scores. There is a 145-point difference between the minimum score of 455 and the maximum of 600.
\nMy First Prediction
\nIf you were initially following the draws of Ontario and other provinces like me, you would notice that the province was quite adamant in choosing candidates who had scores within 456, 458, 459, 461 463, 466 and 467 in both their HCP and French Speaking Skilled Workers Stream. One of my predictions now is that the scores required to get selected French stream too will be reduced from the regular 430s and 460s to about 420s and up to 500 in their coming pool draws. Remember that their last one was on February 8th 2022, with 463-467 scores for Profiles created in IRCC\u2019s Express Entry system within February 8, 2021 \u2013 February 8, 2022. So, I believe the next draw may want to reciprocate the positive vibes of this HCP stream, let\u2019s keep our fingers crossed for that as the time passes.My Follow-Up Advice
\nWhat you can do now for that prior to the draws is to prepare for it. Though, the previous draw for the French stream before that of February was in October 2021. Still, you can start learning French for TEF or TCF Canada now so that you can take the TEF\/TCF test within now and 3-6 months\u2019 time or less and have a chance to get selected not only by Ontario but even other provinces. Likewise, you can choose to get the test results regardless of your level of French now to just boost your scores to get selected in the upcoming draws. Contact us for more inquiries on this.
\nThis Ontario PNP Draw Requirements
\nApparently, the maximum of 600 is the most points Express Entry candidates can get without a provincial nomination. Prior to this draw, for the most of 2021, candidates whose CRS score was above the maximum range of 467 in Ontario would not be eligible to apply for the nomination. As a result, some candidates were trying to reduce their scores in the pool in order to get a nomination from Ontario. However, Ontario invited candidates who had created an Express Entry profile between the dates of February 22, 2021, and April 29, 2021. Those who received an invitation now have 45 calendar days to submit their application for Ontario\u2019s\u00a0Provincial Nominee Program\u00a0(PNP). And, to be eligible for the nomination, candidates need at least one year of work experience in the following targeted occupations listed below by\u00a0NOC codes:All Targeted Ontario Occupations<\/p>\n

\nNOC 0711\u00a0\u2013 Construction managers
\nNOC 0731\u00a0\u2013 Managers in transportation
\nNOC 0911\u00a0\u2013 Manufacturing managers

The New 2022-2024 Plans
\nAccording to the new\u00a02022-2024 Immigration Levels Plan\u00a0Canada is expecting to bring in 83,500 immigrants through both Express Entry-aligned and base PNP categories this year. The new targets are greater than what the government projected in the last levels plan, which was 81,500 PNP immigrants for 2022, and 83,000 for 2023.PNPs and Their Criteria
\nMost PNP programs required a valid job offer from candidates before they can get selected. Some of them either in addition or on a contrary to getting a work opportunity in the province requires applicants to have strong family, study or work ties in their territories to get picked for their PNP programs. Yet, other provinces just require a certain amount of applicants with some particular NOC codes and perhaps knowledge of French language with a valid proof of proficiency through the TEF or TCF Canada test result. This draw was targeted for Economic Mobility Pathways Project candidates, which was created to allow about 10-15 skilled refugees to immigrate to Canada through a PNP or another\u00a0federal economic program.Advantages of Having a PNP?
\nPNPs allow Canadian provinces and territories to invite immigration candidates who meet the needs of their regional labour markets. Express Entry candidates who receive a provincial nomination are effectively guaranteed to get an\u00a0Invitation to Apply\u00a0(ITA) for\u00a0Canadian permanent residence.\u00a0With a provincial nomination, candidates get 600\u00a0Comprehensive Ranking System\u00a0(CRS) points added to their base score even if it is as low as 180 as in the case of Alberta or Manitoba sometimes, which is more than enough to receive an ITA in a subsequent\u00a0Express Entry draw.
