On the most common corporate social networks like LinkedIn, Yahoo and web pages, experts could see the following advertisement copy on the media banners.
IRCC’s Choice of Immigrants
To be frank, the advertising campaign, was probably started on the 23rd of January 2023 when the memo was sent, is not directed to all and sundry. Canada is very particular about the kind of immigrants they encourage to move to their country and be part of the Canadian French communities. So, they target Francophones and French learners who have already gained some reasonable amounts of expertise in the language and possibly excelled in internationally recognized language tests like DELF-DALF, TEF Canada or even TCF Canada.
More Targeting Metrics
If you are part of those skilled workers who have been constantly researching about Canada immigration online through the famous search engines like Google, Bing or even YouTube, it is much likely that you are one of the targeted individuals who would see the IRCC French advert banners while surfing the internet. So, do not forfeit the opportunity because it may be your time to get approved easily even if you have failed TEF/TCF Canada or gotten a visa rejected before now.Minority Francophone Communities
There are a lot of francophone countries like Benin Republic, Togo, Senegal, Belgium and even French communities online especially in countries that were colonized by the French people from France and even public groups or private pages on social networking platforms like Facebook, LinkedIn, Twitter, Instagram, Google and even YouTube. These sets of people who are not only francophones of Francophiles (those who learn French) must also be willing to take foreign exams like TEF or TCF Canada in order to evaluate their competences.
Advertisements in Countries
According to the IRCC, the adverts were placed in about 27 countries and territories outside Canada. We were not fully informed the exact countries that were targeted in the marketing gig. However, with our best guess, the countries and territories could include any of the following; Guadeloupe (North America), Martinique (North America), French Guyana (South America), Reunion (Africa), Mayotte (Africa), St. Pierre & Miquelon (North America), St. Barthelemy (North America), St. Martin (North America), French Polynesia (Oceania), New Caledonia (Oceania), Wallis & Futuna (Oceania), Belgium, Benin, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Comoros, Congo (Democratic Republic of the Congo), Congo (Republic of the Congo), Djibouti, Equatorial Guinea, Gabon, Guinea, Haiti, Ivory Coast, Luxembourg, Madagascar, Mali, Monaco, Niger, Rwanda, Senegal, Seychelles, Switzerland, Togo and Vanuatu.IRCC Marketing Period
As of now, it remains about 60 days to go for the marketing on social media as we were informed that the advertisement will run from late January 2023 to late March 2023. In addition, the current francophones and Francophiles in the Express Entry pool and in the process of getting their TEF/TCF Canada exams done or test results collected would have better chances when IRCC begins to choose those language speakers for permanent residency invitation.
Better Selection Chances
Based on the upcoming Bill C19 predictions, many of those francophones and Francophiles who would be issued Invitations To Apply (ITAs) from February of this year onwards will almost automatically get extra points issued on their profiles of future when they show documentations to back their French language competencies. One cannot just state that s/he is a Francophone or Francophile without showing proof to show his/her proficiency level as identified under the Common European Framework of Reference for Languages: Learning, Teaching, Assessment, abbreviated in English as CEFR or CEF or CEFRL which is a guideline used to describe achievements of learners of foreign languages across Europe and, increasingly, in other countries. The Click For Action
Currently, IRCC advertisements lead all those who click on them to the Choose Canada web page, which encourages foreign language users to find out if they are eligible for Express Entry and promotes the advantages of choosing Canada as a home. The campaign’s subpage, Why choose Canada, provides information about welcoming French-speaking communities with testimonials from newcomers.

Help Someone Else
It is not fair to get such information and not help another person even if you won’t take that step. So, feel free to share this information with your colleagues, family members and friends who may find it interesting. Please you can also reach out to the IRCC officials on their email address to ask about their advert or French relocation streams via outreach-rayonnement@cic.gc.ca.
