On the news and even on the different social media platforms for the most of this week, Canadian immigration lawyers, intending immigrants and even permanent residents of Canada have all been giving many speculations and organizing various discussions about what is next for the ministry of Immigration, Refugee and Citizenship Canada (IRCC) especially when an internal memo has been passed about their thoughts on the temporary and permanent residency applications like those of Express Entry including Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class pools. In this article, we want to give our own verdicts and talk about the coming years\u2019 level plans.
\nContents of the Internal Memo
\nAn\u00a0internal memo\u00a0from Immigration, Refugees and Citizenship Canada (IRCC) suggests that no new\u00a0Express Entry draws\u00a0will take place for Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST) candidates in the first half of 2022. The memo also suggests that throughout 2022 FSW processing times may increase to 36 months, while overall immigration targets for Express Entry candidates will decrease by around 50 percent. The IRCC memo, which was written in November 2021, but only revealed to the public on January 19 following an access to information request, reveals a stark shift in Canada\u2019s immigration priorities.
\nIt\u2019s Five Major Updates
\nThe IRCC memo included five key Express Entry updates for 2022.<\/p>\n

Express Entry draws for FSW, CEC, and FST, will likely be paused for the first half of 2022<\/p>\n

\u201cNo new FHS intake is required for at least the first half of 2022.\u201d \u2014 IRCC memo2. Express Entry immigration targets may decrease by more than 50 percent in 2022
\n\u201cThe FHS admission target could be significantly reduced [\u2026] by more than 50 percent.\u201d \u2014 IRCC memo3. The CRS score cut-off will likely rise above 500 points for about six months when regular draws resume4. FSW processing times expected to increase to 36 months5. PNP draws will continue on a regular basis
\n\u201cIn this case, all FHS intake (FSW, CEC, and FST) paused would be maintained while continuing with PNP invitations.\u201d

\nFurthermore, many applicants have forgotten some of the Expected Changes in Canada Immigration As the Liberals Won the 2021 Election which favors the Express Entry candidates amongst other Temporary Residency applicants and even the anticipated injunctions that the Prime Minister of Canada has passed on to the New Minister of Canada and all what was Implied by the New Mandate Letter for IRCC as it was issued to the Minister.
\nImmigration Levels Plan 2022-2024
\nThe Canadian government will provide a major update by February when it announces its Immigration Levels Plan 2022-2024. The announcement will contain Canada\u2019s\u00a0immigration targets\u00a0for this year, and the next two years, as well as the number of\u00a0new immigrants\u00a0Canada will seek to welcome under its various economic, family, and humanitarian class programs. It will be the first such announcement since Canada made the surprise announcement in\u00a0October 2020\u00a0it would seek to welcome over 400,000 new immigrants per year moving forward, or about 40,000 more per year than its previous targets.Under Canada\u2019s main immigration law, the\u00a0Immigration and Refugee Protection Act\u00a0(IRPA), the federal government must make this announcement by November 1st of each year when Parliament is sitting. If Parliament is not sitting, the announcement must be made within 30 sitting days of Parliament reconvening. The announcement usually occurs by November 1st of each year, but it did not happen in 2021 since the Canadian government dissolved Parliament due to its\u00a0September election.\u00a0Following the election, a new session of Parliament\u00a0began on November 22nd.\u00a0Parliament sat for 19 days before taking a holiday break. It will reconvene on January 31st which means\u00a0immigration minister Sean Fraser\u00a0must make the new levels plan announcement by Monday February 14th at the latest.
