Canada Express Entry Draws Start July 6th with Bill C19 +50% Birthday Offer

Last week was filled with good news from Ontario and Canada entirely. Ontario shared some letters of Notifications of Interest to some tech experts abroad in Nigeria among other countries. The immigration minister – Sean Fraser has confirmed that there would be FSWP, FSTP, CEC and even PNP draw on July 6th before the Muslim Ileya Festival. Bill C19 Implementation
The Bill C19 has been passed and now it is in force. This would allow IRCC to start selecting candidates from the Express Entry pool who has certain economic requirements including French language skills, work experience in high demand jobs, education and intended destination has been approved. And, the minister can pick candidates on any or some of these criteria. Thus, from July 6th, it is quite expected that the draw will specify which of these criteria and groups are to be targeted for the month.
Some Possible Outcomes
As a trend-predictor, I would state now that there are some likely outcomes that applicants of the Express entry pathway for Canadian immigration can watch out for. IRCC can decide to take any of the many options that are available to them now like picking applicants who have at least Band 7 and NCLC 7 in the IELTS and TEF/TCF Canada test results even if their CRS scores are not in the 500+ range. Likewise, it can choose to select healthcare and/or tech or even construction workers like some PNP programs. Better still, it can take a general draw of the highest CRS scorers before splitting the groups.Your own next action
Since Canada is set to select candidates based on their labor needs in terms of high in-demand sector, region and language competences, it would be wise for you to check those areas of influence and get your skills matched with at least one or two of them. Your chances of being chosen for migration would be greatly increased if you are found to be part of these groups. If not, it would be better to switch your focus by changing your career path, learning a new language and/or showing interest in a new location.

“The goal is really to maximize the contribution that a newcomer can make in their communities so they are set up for success when they arrive, but also that they are going to meet the needs of the community where they are going to reside. I expect we’re going to see a potential increase of retention rates have opened up because people are coming in where they know they have opportunities because that was the basis of their invitation to apply.” Fraser said.What to Expect
Truly, invitations could be fierce. If IRCC decides to follow the normal trend of picking the highest CRS scoring candidates ditching the Bill C19, we can expect to see choices of applicants with 500+ points. However, if the Bill C19 is taken into consideration, this would allow for candidates with lesser points to be selected as a result of their favorable National Occupation Classification (NOC) codes, French language proficiency & test results or even their choices of certain provinces like the Rural and Northern provinces over the more populated cities.
Negatives of Bill C19
Critics of the bill say that the new authorities could allow for special interest groups to lobby for a certain type of candidate. Amendments were made in earlier drafts of the bill to reflect the need for a transparent selection process. Fraser acknowledged this concern. Hence, he stated that, “If I sit at my office in Ottawa and start making decisions about what regions and what sectors should benefit from this new policy, I would be going down a very dangerous path, I need to engage with people at a local community level, I need to engage with the provincial and territorial counterparts, I need to engage with business councils and sectors that have high needs so that we can understand what their needs are.”Immigration Levels Plan 2023-2025
Minister Fraser was present in Toronto this last week to discuss at one of the world’s largest technology conferences known as Collison and he also had an interview session with CIC News. In those occasions, he talked elaborately on most of the items talked about in this blog article. The idea behind the immigration levels plan for 2023 – 2025 will surely be influenced by the Bill C-19 and the subsequent express entry draws that would be pulled starting from July the 6th 2022.

I don’t know how more to emphasize this adage. Last month, I was talking about how applicants can get selected to migrate within 6 weeks by Canada from the FSWP poolv. Take TEF/TCF Canada test after learning or perfecting the French language in order to get at least results with NCLC 7+. This would increase your eligibility of getting selected. You can search for PNP programs that need your skillset or Canadian employers that would be willing to pay a great ton of dollars to employ you from abroad. In all, do not leave the EE pool for anything in the world. Hang in there and keep checking your email address from time to time, you can just get picked when you least expect it.
