Every government office and parastatal is designed to be functional in and out of months before and after elections. So, it is not a matter of options but it is quite mandatory that the visa and immigration bureaus work until when told not to do so. In other words, they would still continue issuing ITAs to merited and qualified immigration candidates all around the spectrum of programs. What you can do better now is to position yourself to be selected in the next batch of pools and nominations from provinces.
Provincial Nomination Quota
Did you also know that provinces and territories in Canada all have a say when it comes to immigration as well? Once the labor needs and employment benchmarks of these provinces and territories have not been fully met, they quite automatically incite the federal government to allow them make more selections from their own programs and even the Express Entry Pool.
